SESDITJEN BM ROADSHOW INCREASES ASSET MANAGEMENT

BINA MARGA (BALIKPAPAN) - Secretary of the Directorate General of Highways, Soebagiono, emphasized the importance of managing state assets (BMN) within the Directorate General of Highways. As conveyed at the roadshow as well as Technical Guidance for Supervision and Control of State Property and Monitoring Evaluation on the Eradication of Illegal Levies and the Acceleration of BMN Certification in the Form of Land in the BBPJN XI Banjarmasin and BPJN XII Balikpapan, Tuesday (10/04).

According to Soebagiono, Bina Marga people are experts in making assets but lacking in maintaining assets that have been built. "Our concern for assets is still weak because it looks trivial even though without a good financial report and BMN report we would not be able to get the title of PAP," he said.
What is meant by BMN assets can be in the form of land, cars, buildings and their management starting at the asset level of the Work Unit (Satker). "Aside from being a project manager from the preparation of DIPA to implementation and inspection, the satker must also be able to manage their respective assets. This is very important," he said.
Nationally Bina Marga has (approximately) 47,000 km of National Roads. According to the Head of BMN Section of the Directorate General of BM, Darwis Daraba that the results of the evaluation of BM assets in the form of roads, land, etc. were recorded at Rp. 1,300 trillion rupiah. "If BM DIPA is annually (on average) Rp.40 trillion, it means it takes 30 years for the current value of assets. We forget we have enormous assets," explained Soebagiono.
In the BBPJN XI Banjarmasin working area alone, the asset value of Rp. 50.5 Trillion and in Balikpapan BPJN XII Rp. 18.7 Trillion. This means that there is a very large number of assets to be managed.
According to Soebagiono, there are two things that must be done with this large asset, the first is physical asset control, namely recognizing the assets in each work area, especially land parcels. "We are always criticized, often when land that has not been used is not treated but when it will be used it is difficult to permit. Much of the land that we have is not treated and secured even though it is our job," he concluded.
Second, administrative control or recording of BMN is good and right. Administrative control is closely related to conducting road legers and certification. With a road length of 47,000 km there should be 47,000 land titles as well. At present only 15% have been certified, far from what was expected.
Soebagiono also reminded the administration of national road assets that had been upgraded from regional roads. The handover is often not accompanied by a certificate, but at least there is an official report from the Regional Government which proves that the land is free so it is not claimed by other parties in the future.
In BBPJN XI Banjarmasin there are upgrading 46 sections, 29 of which are still in the process of transferring. While in BPJN XII of Balikpapan, there are 11 upgrade sections, all of which are still in the process of being transferred. "Please identify the problem so that it can be accelerated. When it comes to certification, invite the Regional Government to join together," he explained.
In addition, the Leger road has only reached 70%, whereas Leger is a form of asset security. According to available data, in BBPJN XI out of 230 sections there are 3.7% that have Legers. While at BPJN Balikpapan XII there are 96 sections and only 0.3% have Legers. "The figure is very low. I appeal to the Head of the Balai and the Satker if there is no Certificate, at least the section concerned has a Leger so that the ROW (right of way) limit is clear," said Soebagiono.
HANDLING CERTIFICATE
On the same occasion, 101 certificates of original national road land were handed over to the Secretary of the Directorate General of Highways. The certificates submitted came from BBPJN XI Banjarmasin as many as 91 certificates and BPJN XII Balikpapan as many as 10 certificates. Head of BMN Setditjen Bina Marga Darwis Daraba said, since the 2013 Fiscal Year the National Land Agency (BPN) has allocated a budget for making 5,000 certificates per year.
Darwis added, while the progress of certifying all national road land using the DIPA Ontop BPN as of this writing was 15.3% (7280 certificates) and 84.7% uncertified (40352 certificates). (Ian)
