Bali (BINA MARGA) - Secretary of the Directorate General of Highways of the Ministry of Public Works and Public Housing, Ober Gultom instructed the Administration Section of the Major Roads / National Road Implementation Centers (BBPJN) to make an action plan for changing performance to maximize the work of the Bina Marga apparatus. This was conveyed by Ober (8/9) at the Technical Guidance for Socializing Civil Service Regulation, Finance, State Milk Goods, Leger, and Legal Advocacy within the Directorate General of Highways, in Bali.

This activity was attended by approximately 400 participants from the elements of Administration, Satker, PPK, Treasurer from the Central Office / National and Central Road Implementation Centers. Accompanying the Director General of Highways, also attended the Head of Law and Public Kumonikasi, Suroto, Head of State Property, Arif Nugroho, Head of General and Finance, Wilan Oktavian, and Head of Personnel, Eni Anggraeni.

According to Ober Gultom, there are a number of things that need to be improved in the hall including the number of honorary / non civil servant employees working in the hall, Workload Analysis, and empowerment of functional employees. He reminded that according to the Law on State Civil Apparatus the recruitment of non-PNS employees should not be arbitrary.

"The recruitment of non-PNS personnel must have special skills that are in accordance with their needs. After all, the appointment of temporary / honorary employees to become civil servants is only for employees who were accepted before 2005, "Ober explained.

Ober took the example of BBPJN 1, Medan, which has almost 1000 non-PNS employees. They are appointed by a particular Satker and when the Satker is no longer on duty or relocates, the non-PNS employee continues to work and is registered at the hall. "Of the total, only 400 people have technical backgrounds, well the remaining 600 people will do what they want. I will wait 3 more months for the Workload Analysis to be made to its employees there, whether over / under, "he said.

In connection with that, Eni Anggraeni, Head of Personnel and Ortala said the need to do a Workload Analysis (ABK). The huge BM budget requires good personnel distribution too. Eni admitted, on one hand there was a shortage of personnel while requests continued to arrive. He also hopes that the knowledge of ABK this time can help resolve this.

He reminded the need for orderly staffing administration, PNS discipline, and employee code of ethics. Socialization has been repeated repeatedly to eliminate confusion, for example regarding functional positions. Information received by the bimtek participants has an obligation to notify colleagues at the place where participants work.

Still about staffing, Bina Marga is conducting a Bureaucracy Reform (RB) as a step to optimize the performance of apartments. At present the Bureaucratic Reform in Bina Marga is trying to achieve a 70% Performance Allowance. Eni hopes that the bimtek staffing staff this time will help fulfill the requirements to get 70%, one of which is filling the State Civil Apparatus Assets Report (LHKASN).

"Participants must help encourage LHKASN input. If not, please fill it immediately, "he explained.

Regarding State Property, Secretary General of BM, Ober Gultom stressed the need to check E-mon regularly to see financial and physical progress. And he asked the Commitment Making Officer to ensure that all expenses must be accountable.

"We want to make changes by doing our job well. If there are findings, they must be responsible. If you are right, I will defend it but if you dare to take responsibility, "he said.

On the same occasion the Head of State Property, Arif Nugroho Moerwadi said that the total assets of the Ministry of PUPR were Rp. 736 Trillion and Rp. 534 Trillion of them are about 70% of Bina Marga BM's assets. There is a ministerial decree regarding national roads, which will become the assets of Bina Marga.

"It means that our BMN burden will increase. On average our satker manages Rp. 2-3 trillion. I recommend that the BMN officer grade be increased from the current grade of 6, "he explained.

While the Head of Law and Public Communication, Suroto said that the 2016 T.A auction auction has been accelerating since yesterday. According to him, from the eyes of the law, accelerating the auction is fine but it must be done in an orderly document and administration given there are 7500 contracted packages. Because the administration of activities / contracts is used as the first reference if there are problems in the field.

Head of Finance and General Affairs, Wilan Octavian said, the acceleration of this auction requires the participation of financial management officials so as to prevent inequality in physical and financial progress. According to him, if next year the deviation is still large it means something is wrong and needs to be corrected.

Suroto said that if there were problems related to law, they should immediately report to the leadership, so that they would then continue to the legal advocacy section (Legal and Public Communication Section). Stating the same thing, Ober said, if there is a summons by the legal apparatus it should be consulted with his party as a superior and ask to be examined by the Provincial Financial Audit Agency first.

Seeing some of the issues discussed in this bimtek / outreach activity, the Director General of Highways instructed the Administrative Section / Subdivision in each hall to make an action plan (work plan) for changes to be carried out until December.
