In order to improve the quality of the financial implementing staff and also the application of the Official Script Code in accordance with Permen No. 07 / PRT / M / 2016 and the integrated filing system, the Finance and General Section of the Secretariat of the Directorate General of Highways held a Technical Guidance for the Implementation of the Satker Financial Management and Archive Development and Electronic Service Manuscripts within the Directorate General of Highways. This event was held in Mataram on Thursday - Friday (15-16 / 09) and was attended by 209 participants.

For information, the implementation of the Technical Guidance for Implementing Financial Management of the Satker this time is the 4th batch with participants of spending units treasurers, signing officials of SPM, and treasurers of spending spending of assistant satker in the working areas of Aceh, North Sumatra, Sulawesi and Gorontalo. Technical Guidance for the first batch was held in Surabaya on March 3-4, 2016, the 2nd batch was held in Denpasar on 18-19 August 2016, the 3rd batch was held in Pontianak on 25-26 August 2016. Meanwhile for the Archiving Development activities The Electronic Office Manuscript Data (TNDE) was the first time and was attended by participants consisting of the Head of Administrative Directorate, the Head of Administration and Staffing of the Toll Road Regulatory Agency (BPJT), the Head of Finance and the General Center for National Road Implementation (BBPJN), Head of Subdivision for Administration of the National Road Implementation Agency (BPJN), archiving staff from Balai and the Secretariat General, and secretaries from the Balai and Setditjen.

Wilan Oktavian as Head of Finance and General Affairs opened this event representing the Secretary of the Directorate General (Sesditjen) of Highways, Bambang Sudiatmo. In his remarks, the Director General of Highways stated that the Technical Guidance activity was intended to foster the personnel of the Core Unit of the Financial Work Unit in managing finances and to improve the orderly administration of budget management.

"This activity can also be used as a forum for discussion to improve knowledge, skills and attitudes in carrying out tasks, so that the administration of state financial accountability can be orderly and in accordance with applicable laws and regulations. The aim is to make the financial disbursement process faster and more accurate, and minimize findings in financial management, "he said.

Meanwhile, to support the smooth running of work in all sectors, the Director General of Highways emphasized the importance of uniformity and accuracy in the drafting of the Official Script and the integrated filing system.

On this occasion we re-socialize Ministerial Regulation number 07 / PRT / M / 2016 on Guidelines for Manuscripts of the Ministry of PUPR Services and also the application of Ministry of Public Works Regulation Number 23 / PRT / M / 2016 regarding the Implementation of the Ministry of Public Works's Dynamic Archives. It is expected that in the future our correspondence procedures will be uniform according to the provisions and also our archiving will be more systematic ".

As we all know that the opinion given by BPK-RI on the 2014 Ministry of Public Works Financial Report is Fair without Exception (WTP) but the opinion on the 2015 Ministry of Public Works Financial Report dropped to Fair with Exception (WDP). This is due to several factors, including the grouping of types of goods and capital expenditure that is not appropriate, overpayment, and also penalties for late work. These factors occur because of the lack of orderly administration and archiving of documents at the Satker level. Therefore, Bambang appealed for his staff to apply all the knowledge gained through this training in their daily tasks and activities so that the target of the Unqualified Financial Statements (WTP) this year can be achieved (KOMPUBM).
