Progress on Positive Land Acquisition, Serpong-Pamulang-Cinere Toll Operating October 2019

The House of Representatives Commission V together with its partners namely the Ministry of Transportation, BASARNAS, and the Ministry of Public Works and Public Housing conducted specific work visits to a number of infrastructure and transportation projects in the provinces of DKI Jakarta and Banten. Beginning with a visit to the TMII Light Rail Train (LRT) work, the group then departed to review the construction of the JORR West II Toll Road of the Cinere-Serpong Section, to the exposure to infrastructure and transportation problems in the Tangerang Regency in the Tangerang Regent's Office in Tigaraksa, Banten (12/03).
The Directorate General of Highways who also accompanied the group led by Ibnu Munsir from the faction of the Group of Work, represented by the Head of the Jakarta National Road Implementation Center VI, Hari Suko Setiono, and Silvester Aryan Widodo as President Director of PT. Serpong-Cinere Jaya (CSJ) —the business of PT. Jasa Marga Tbk (JSMR).
Sylvester is optimistic that the Serpong-Pamulang-Cinere toll road project will be completed by the end of August 2019 and operate in October 2019. After previously having had zero progress in 2010, it was rebuilt in September 2017 after Jasa Marga with Waskita Toll Road (WTR) and Jakarta Propertindo (Jakpro) took over the shares owned by the previous concession holder. "At present the construction progress of section I is 66.52% with 84.16% land progress and Section II follows with construction progress of 44.82% and land progress at 67.60%," explained Sylvester.
"Although classic obstacles are still encountered in the work of this toll road, negotiations and consignment continue to be pursued by the Directorate General of Highways in collaboration with all stakeholders," continued Suko. For the sake of taking the target that has been set, he made a number of efforts to accelerate, one of which is speeding the land acquisition process.
"The steps taken to accelerate land acquisition are carried out by PT CSJ by first funding the land acquisition costs which have been started since 2016 until now," added Sylvester.
In addition, PT CSJ together with the Committees (PPK) of the Land Acquisition Directorate General of Highways and the National Land Agency (BPN) have communicated with communities and landowners in the vicinity of toll road project construction sites, such as several locations of critical land issues in the Kelurahan Jombang and Serua, as well as land custody for which there is no owner to the Tangerang District Court.
