DPR V COMMISSION REVIEW ACEH BIREUN CENTRAL CROSS INFRASTRUCTURE - TAKENGON

BINA MARGA (BENER MERIAH) - Commission V of the Indonesian House of Representatives paid a specific visit to Bener Meriah Regency and Bireuen Regency, Aceh Province (12/01). The House of Representatives Commission V team was accompanied by the Director of Urban Freeway and Regional Road Facilitation (JBHFJD), DGH, Sugiyartanto, Head of the National Road Implementation Office 1, Fathurrahman, and the Head of the Aceh Region I Work Unit, Thabrani, along with the ranks.
The work being reviewed is, First, the Replacement of the 120-meter Krueng Tingkeum Bridge in Km. 231 + 150 (T.A 2017) of the Bireuen-Lhokseumawe- Panton Labu section worth Rp. 37.7 billion. The replacement was done because the old bridge pillar was damaged due to being hit by a large volume of water in January 2017 ago. At the time of this release, Amri Mirza, the Commitment Making Officer (PPK) for this section, said that the structural work had been 100 percent and had open traffic.
Second, the Bireuen City Road Section - Takengon City along 104 Km. Hengki Hernawan as part of the PPK section said that in 2018 he would conduct reconstruction preservation in five segments with a total effective length of 5.5 km of work worth Rp. 50.9 billion. Then the periodic maintenance of the Alue Bruk, CS bridge is 45.1 meters long with a ceiling of Rp. 1.7 billion.
When met on the same occasion, the Head of PJN 1 Aceh Satker, Thabrani said that his party needed future financial support for this section. "Maybe with this council visit there will be funding support going forward, especially for 30 km which is the focus that needs to be done. For this year, 50 billion funds will only be effective for 5.5 km, "he said.
Hengki prioritized his work on routine maintenance, reconstruction accompanied by widening the road to the National Road standard 7 meters with 1 meter shoulder and maintaining road stability. At present there are 17 km of standard roads 4.5 to 5 meters wide in the area.
According to him the main obstacle to widening the road here is land acquisition. "For example in the tritit intersection segment along 200 meters there are 9 families who have not received our appraisal price," he explained. But at the end of last year, some of the parcels already agreed to their land to be released.

Still in the Bireuen City - Takengon City section, Commission V and Bina Marga are checking the location of the Enang-Enang Valley Bridge Construction (km 262 + 500) along 302 meters. House of Representatives Commission V member, Rendy M. Afandy Lamadjido, said he supported the construction of the Enang-Enang Bridge to shorten the distance and reduce the level of accidents on the winding lanes. The same thing was said by Firmandez, a member of Commission V from the electoral district of Kab. Bener Meriah and Bireuen.
The Director of JBHFJD, Sugiyartanto explained that the design process of the Enang-Enang Bridge was still ongoing while consulting with the Long Span Bridge Security Commission. He added that there would be several alternatives for funding, some could use the state budget and some would use AIIB loans.
From the information compiled by Bina Marga, a more in-depth study of the construction of the Enang-Enang Bridge is needed both in terms of updating the long-span bridge design, soil investigations, steep mountainous terrain, and high risk. The initial design of the bridge was made in 2011.
Thabrani said this bridge could later help community and economic mobilization in the form of Bireuen and Takengon crops, especially coffee. In addition, if designed so nicely it can be a separate tourist attraction.
The head of BPJN 1, Faturrahman, said that if it was built, he would consolidate with relevant parties given the special construction of the Enang-Enang Bridge. He welcomed the full support of the House of Representatives Commission V related to the bridge construction plan and hopes to be proposed at the 2019 conference. "The results of today's visit, hopefully can be quickly realized and allocated for immediate implementation," said Faturrahman.
The condition of the Aceh Provincial National Road
In the midst of his duties to assist the House of Representatives Commission V, Head of BPJN 1, Faturrahman explained that the balai program was in accordance with the central government's program to develop economic pathways. So for Aceh there are two multi-year money packages funded by the SBSN allocation and two single-year packages which are also funded by SBSN.
"For this, hopefully 2018-2019 for the Aceh Economic route will be better, especially in the eastern cross. For Aceh, the stability has been 96% in the East and 98% in the West. but we in the middle of the road need attention because since 2014 there have been an additional 300 km of roads transferring status from local roads, "explained Faturrahman.

At present there are 2102 km of National Roads in Aceh Province. Before 2014 it was only 1800 km in length. The allocation of the budget ceiling is Rp. 800 billion.
Faturrahman explained that in general the Lintim and Linbar sections of Aceh have wide roads and good drainage. Even so he appealed to his staff when facing extreme weather for some time to focus more on cross drain because it was built since the 70s. "The addition of settlements and elevations occur. We need widening and we increase it according to our height, "he said.
It has become a policy to support tourist areas, ports, terminals and weigh bridges. BKJ 1 has coordinated with the Department of Transportation. In 2018 we will support the construction of a queue line at the weighbridge near the North Sumatra border. "Regarding overloaded trucks or overloading in Aceh, there are a few but still become a factor for road pilgrimage, so we will pay attention," he said.
While the handling of the National Road carried out by the PJN 1 Satker in 2017 consists of road reconstruction programs, road widening, routine road maintenance, road rehabilitation maintenance, routine bridge maintenance and periodic bridge maintenance carried out on the Aceh Eastern and Central Cross Lines.
