MAROS (BINA MARGA) - Head of the National Road Implementation Agency (BBPJN) XIII, Miftachul Munir is targeting work on the Mamminasata Bypass as long as it can be continued in July 2019. From the perspective of the Directorate General of Highways of the Ministry of Public Works and Public Housing, the construction of the bypass is stalled due to land acquisition constraints as long as it can be continued in July 2019.

Munir said that the bypass was worth Rp. 245.8 billion has entered its fourth year but has not been completed due to land that is not yet free. The problem of stagnant land requirements is exacerbated by those responsible for freeing the land and stumbling on legal issues. According to Munir the central government intends to complete this Mamminasta Bypass.

"The work stopped because the land could not be executed so that the service providers had no work space. The Readiness Criteria for the land is not ready yet, but the Directorate General of Highways has an interest in completing this bypass, "Munir explained when conducting a survey on the readiness of the Lebaran homecoming route in 2019, Thursday (09/05). From field observations there were no workers' activities, as if the project was stalled.

BBPJN XIII has also been preparing the administration so that the construction of this Bypass can be continued, such as the determination of the new location (blocker) and contract extension until this year. Because this bypass was built with a multi-year contract scheme or Multiyears (MYC) which began in 2015 until November 2018 yesterday.

As for the matter of the continuation of the land acquisition, Munir said that the process was awaiting the establishment of a new Land Procurement Committee (P2T) Decree from the Maros Regency National Land Agency. BBPJN XIII even had a chance to ask the Guard and Safety and Regional Development Team (TP4D) from the Maros District Prosecutor's Office to help accelerate the formation of this P2T.

"Frankly, there seems to be reluctance from BPN to form its task force, perhaps due to trauma from the past legal case," Munir explained.

If all goes according to plan, Munir targets that this month a new appraisal (land acquisition) can be contracted so that in July new land will be acquired and physical work will continue.

On the same occasion, the Director of Development of the Directorate General of Highways, Achmad Herry Marzuki agreed on the obstacles to land acquisition in the Mamminasta Bypass project. "In accordance with the direction of the Director General and our agreement. If the land is not free we will not start work. This is a bitter experience of land problems. I emphasize that the land is free, there are no problems. Maybe the head of the hall can be sure when this land can be free, "he stressed.

For information, the Mamminasata Bypass was built for the hinterland areas of Makassar, Maros, Sungguminasa and Takalar. This bypass was built along 13.75 Km with a width of 44 M. In addition, including 5 bridges namely, Bantimurung Bridge, Maros River, Tomalia I, Tomalia II, and Tomalia III. (ian)
