BINA MARGA (YOGYAKARTA) - In the Technical Guidance Roadshow entitled Supervision and Control of BMN and Monitoring Evaluation on Eradication of Wild Levies and Acceleration of Land Formation BMN Certificates held on Thursday (24/05) by the Management of State Property (BMN) Secretariat Directorate General of Community Development Marga in Yogyakarta, attended by the Chairperson of the Saber Pungli Working Group (Pokja) of the Ministry of PUPR, Lucky H. Korahyang explained several things, especially related to eradicating extortion (extortion) and licensing processes related to the utilization and use of parts of national roads.
Lucky explained the practice of extortion caused by several factors, namely greed, opportunity, needs, weak control systems and cultural and organizational culture. As a result of extortion practices, namely the emergence of high costs, damage to the social fabric, social problems and social inequalities, constrained development, and most importantly, distrust of the community to the government. According to Lucky, the key to success in running a government is largely determined by public trust in the government. Therefore extortion is a joint disease that must be resolved seriously.
Regarding licensing issues for parts of the national road managed by the Semarang VII National Road Implementation Agency (BPJN), Lucky highlighted the lengthy process of issuing permits and technical recommendations in BPJN VII Semarang, which on average took 54 days to issue licenses and technical recommendations. This time is still far longer than the target to be achieved, namely 17 working days and 50 working days for toll roads.
Lucky reminded the importance of the response in processing the application for an incoming permit as an obligation for the national road operator that if there is omission there is a criminal threat as regulated in Article 421 of the Criminal Code concerning omissions by government officials.
In his presentation Lucky also mentioned the improvement of the national road land certification process managed in the Directorate General of Highways. "In 2017 national road land certification is in the range of 11% while in 2018 there is an increase to 16.3% of national road land that has been certified," he said.
Lucky praised that for 2018, which has been running for five months, there will be at least a 1% increase in land certification every month. Although there has been a significant increase in the past five months, the 16.3% figure also indicates that there is still a lot of homework for the Secretariat of the Directorate General of Highways to certify the national road land it manages.
At the end of his presentation Lucky appealed to the BPJN and BBPJN which are under the Directorate General of Highways to make a Service Notice as mandated in Law Number 25 Year 2009 regarding Public Services in the form of a statement sheet related to the ability of the permit provider to process permits and technical recommendations namely during 17 working days for national roads and 50 working days for toll roads as well as a free statement by placing them in windows and banners at BPJN or BBPJN offices that carry out licensing services for parts of national roads.
