MODEL PENGELOLAAN TEMPAT ISTIRAHAT PADA JALAN NON TOL (MANAGEMENT MODEL OF REST AREA ON NON TOLL ROADS)

Tempat istirahat merupakan bagian dari perlengkapan jalan yang tidak berkaitan langsung dengan pengguna jalan yang pelaksanaannya merupakan kewajiban dari penyelenggara jalan. Tujuan dari penyediaan tempat istirahat pada jalan non tol selain untuk mengurangi jumlah kecelakaan juga untuk mendorong pengembangan ekonomi lokal daerah setempat. Investasi yang diperlukan untuk mengelola tempat istirahat tidaklah sedikit, dengan demikian diperlukan model kelembagaan, pembiayaan, dan standar pelayanan yang optimal agar tempat isirahat pada jalan non tol dapat berkelanjutan. Tulisan ini bertujuan untuk membahas model kelembagaan, pembiayaan, dan standar pelayanan yang optimal yang sesuai dengan kondisi di Indonesia. Metode yang digunakan untuk menjawab tujuan tersebut yaitu melalui kajian pustaka terkait legalitas hukum dan wawancara dengan pemangku kepentingan. Hasil kajian dan wawancara dianilisis secara deskriptif kualitatif. Berdasarkan hasil analisis diperoleh bahwa model kelembagaan yang tepat mengacu kepada regulasi yang ada yaitu Unit Pelayanan Teknis (UPT). Jenis pembiayaan dengan bentuk UPT hanya mencakup kegiatan pemeliharaan dan operasional manajemen. Standar pelayanan bentuk UPT ini mencakup perkerasan jalan, tempat parkir, utilitas, dan fasilitas yang mencakup pengamanan, pemeliharaan aset, serta operasional manajemen.

ABSTRACT
Rest area is a part of road facilities which is not directly related to road users and its implementation is the authority of road organizer. The purpose of non toll rest area provision is to reduce the number of traffic accidents and also to encourage local economic growth. To manage such area requires relatively big investation, therefore, institutional model, financing and optimum service standard are required, so that it becomes sustainable. The study aims to discuss institutional model, financing and optimum standard of services suited to Indonesian condition. The method used to achieve the goal is by conducting literature review related to legal aspects and stakeholder interview. The results were analyzed by qualitative and descriptive methods. Based on that analysis result, suitable institutional model conforming with the existing regulation is Technical Service Unit (TSU), financing of TSU covers for maintenance activity and operational management, while service standard covers road pavement, parking lot, utilities, and other facilities including security, asset maintenance, and operational management.
