The MODULUS system was developed on research studies funded by the Texas State Department of Highways and Public Transporatation and the FHWA on an HP & R study and the NCHRP in Study 10-27. Several state departments of transportation, including those of Texas, Colorado, Florida, and Arizona, reviewed the system and made recommendations for improvements. A final version of the system has been completed and will be distributed by NCHRP in the near future.
