Manual for Emulsion-Based Chip Seals for Pavement Preservation was developed through the National Cooperative Highway Research Program (NCHRP Report 680) to provide guidance on the design, construction, and quality control of emulsion-based chip seals used for asphalt pavement preservation. The manual addresses factors influencing chip-seal performance, including pavement condition, aggregate properties, emulsion characteristics, traffic, climate, and construction practices. It presents procedures for selecting appropriate chip-seal treatments, choosing materials, determining application rates for aggregate and emulsion, and implementing construction quality control measures. The report also introduces field and laboratory testing methods intended to replace subjective judgments traditionally used during chip-seal construction, improving consistency and long-term performance.
