Is Bearing Capacity Information Needed

The role of bearing capacity information in pavement management has been widely discussed during the last years in the Finnish National Road Administration (FinnRA). Although bearing capacity data has already become rather accurate and reliable, several road districts do not want to use this information in their decision-making. In this project, the relations between road surface condition variables were empirically tested using condition data from the road condition data bank of FinnRA. Road surface condition was defined as (a) rut depth, (b) roughness, and (c) defect index. Factors describing bearing capacity were (i) spring bearing capacity, (ii) base curvature index (BCI), and (iii) surface curvature index (SCI). Control variables used were: pavement age, traffic, and road classification. Linear regression methods were used as statistical tools. The results of this project had also further implications to roadkeeping objectives: in addition to road surface condition objectives, structural objectives were included into FinnRA's yearly objectives.
